  1. Body of surface water, such as a bay, gulf, or river, that (1) forms a boundary between two or more states, (2) drains or flows through two or more states, and/or (3) is recognized as necessary channel of one or more states access to the open sea.

  2. A strait, canal, river, or lake lying between or passing through two or more nations, or forming a passage between two areas of the high seas, regarded as freely navigable under international law.
