The question is not correct. A liter is a measure of volume (such as a condition). Ton is a measure of weight. I think what you really want to ask is who will take a ton of land. However, this is not a single answer question because the ratio of weight to volume depends on the density of the material, e.g. For example water, lead, etc. But I don't think there is a certain density of soil, it depends on many factors: soil is wet or dry, whether it has soil and rock, whether it is compact or loose. Soil density varies widely (from 78 pounds per cubic foot to 125 pounds per cubic foot), as you can see in the table below:
