Material selection is a step in the design process of any physical object. In the context of tube design, the main purpose of material selection is to reduce costs while meeting the performance goals of the tube.  The systematic selection of the best material for a particular application depends on the nature and value of the candidate's material. For example, a thermal blanket must have thermal conductivity in order to minimize heat transfer for temperature differences.
Your first question should be your design. One of the most important questions I ask myself when designing is what is the purpose of the design and what is the design for. Second, find out why you designed it and see what information you can find. What to think about design glasses and what will work better. If you are trying to make RC car with metal frame, choose good metal. Thinking that aluminum will work may not work. Another thing to think about is trial and error. Physically model your design and work from there so that you can find the most suitable material.
It depends on the design, the specifications of the design objectives.
Material selection is definitely part of the design process.
