The water heater is usually near the place where the water is supplied. Often in the closet of the apartment or on the bat near the unit. It was never in a separate building. The heat from the boiler is usually on the ground floor of the building where it is supplied. Sometimes a central boiler can serve more than one building, but this is rare unless the building shares a bat or base with a tunnel under the area. This is not unusual in business, nor is it rude. Very rare for housing development.
There is always a way to do this. Every building is different. Most of the apartments I have managed or lived in have water heaters in each apartment. Usually in a closet at the front door. 1 I now have a shared gas water heater behind the laundry room downstairs.
