Precisely for this reason it is not recommended to refrigerate fresh basil leaves. I would not recommend eating basil that has turned brown / black, especially if it is slimy. While some brown spots are likely harmless, they will be bitter and sticky.
Some common characteristics of bad fresh basil include discoloration, a moist texture, and a foul odor. First the basil will come off, then the green leaves will turn black. Dried basil that deteriorates changes color from dark green to brown as it loses its natural oils as it ages.

Basil drops that suddenly appear on young plants are often caused by fusarium wilt, a fungal disease that causes stunted growth and drooping, wilted, or yellow leaves. The first signs of problems are reduced growth and cut leaves. Eventually, the leaves can fall off the plant.
